Yes! In order for a network to work, you have to rent several servers. On the one hand you need a proxy server like BungeeCord, which redirects your players to the respective sub-servers and the sub-servers where the players are located.
For Minecraft Java Edition, Spigot or PaperSpigot(PaperMC) is used as server software for the individual sub-servers on which the players then are located, and mostly BungeeCord for the proxy server. If you want to build a network for Minecraft Bedrock Edition, you will need Waterdog for your proxy server and Nukkit or Pocketmine for your sub-servers.

Each Minecraft Server automatically has a server address by which it can be reached. If you have selected a own IP address for your server, your Minecraft Server will automatically be given the default port. For Minecraft Java Edition the port is 25565 and for Minecraft Bedrock Edition it is port 19132.

That depends strongly on how many plugins / mods, worlds and also players are on your server. For small servers, where you play with a few friends, 512MB to 2GB RAM is usually sufficient. Large servers need correspondingly more RAM. However, you should then consider building a network of several servers so that the load is distributed over several servers and not just on one.
To use plugins, you must select the server software that is compatible with your plugins. For example, if you have plugins for Spigot or CraftBukkit, you need to select CraftBukkit, Spigot or PaperSpigot(PaperMC) as the server software so that the plugins are recognized by your server.
If your plugins are programmed for Pocketmine, you have to select Pocketmine as your server software. For Nukkit plugins the corresponding server software Nukkit is available.
You can easily upload your plugins via the file browser in the folder plugins. You can find the file browser in the web interface of your server.
If your mods are Forge Mods, you need to select Forge as the server software.
